Position Overview
The Base Manager is responsible for the overall management of the Feina base, ensuring that operational, administrative, financial, logistics, security, and human resource objectives are achieved.
The role requires strong leadership, security management skills, and the ability to work independently in a challenging humanitarian environment.
Key Responsibilities
Base Management
- Manage all aspects of the Feina base operations.
- Ensure compliance with MdM policies, procedures, and operational frameworks.
- Coordinate administrative, financial, HR, logistics, and program activities.
- Supervise and support expatriate and national staff.
Program Implementation
- Lead implementation of project activities according to approved proposals and budgets.
- Monitor project progress and ensure quality delivery.
- Coordinate with local authorities, NGOs, and humanitarian stakeholders.
- Support assessments and operational planning.
Security Management
- Ensure staff safety and compliance with security procedures.
- Continuously monitor humanitarian and security developments.
- Provide timely updates and recommendations to the General Coordinator.
- Implement risk mitigation measures and emergency protocols.
Team Management
The Base Manager directly supervises:
- Medical Doctor (Expatriate)
- Community Advisor (Expatriate)
- Liaison Officer (National Staff)
- Administrative Officer (National Staff)
- Logistics Officer (National Staff)
The position reports directly to the General Coordinator, based in El Geneina.
Requirements
Essential Qualifications & Experience
- Minimum 3 years of experience in a similar management position with an international NGO.
- Previous experience in emergency humanitarian contexts.
- Experience in security management at field-site level.
- Strong leadership and team management skills.
- Excellent diplomacy, negotiation, and networking abilities.
- Strong organizational and problem-solving skills.
- Ability to work independently and under pressure.
- Experience working in isolated and insecure environments.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Languages
Required:
- Fluent English (written and spoken)
Desirable:
- Arabic
Salary & Benefits
Compensation
- Gross Monthly Salary: €3,663
- Expatriation Allowance: 10% of gross monthly salary
- 13th Month Salary (paid in two installments after six months of service)

Working Conditions
