Country Manager Sudan ( Rolling Recruitment)

About the Role

The Norwegian Red Cross is seeking a Country Representative / Programme Manager to lead and coordinate its humanitarian operations in Sudan. The role focuses on strengthening partnerships with the Sudanese Red Crescent Society (SRCS), ensuring high-quality programme delivery, and representing NoRC within the Red Cross/Red Crescent Movement.

The position plays a key role in scaling up emergency health responses, improving coordination with partners, and ensuring effective programme management in a complex humanitarian context.


Key Strategic Objectives

  • Strengthen partnership with the Sudanese Red Crescent National Society through effective project development and management
  • Represent Norwegian Red Cross in-country and coordinate with Movement partners (ICRC, IFRC, SRCS)
  • Manage country office operations in line with NoRC leadership, finance, and security frameworks

Operational Responsibilities

  • Develop and follow up annual country plans for Sudan
  • Support strategic and operational cooperation with SRCS
  • Ensure joint planning with ICRC and other Movement partners
  • Conduct needs assessments and develop fundable project proposals
  • Ensure compliance with technical standards and thematic frameworks
  • Monitor project progress and deliver timely reporting
  • Track risks and ensure proper risk management for all initiatives

Collaboration & Coordination

  • Work closely with Regional Finance Manager and Results Management Coordinator
  • Coordinate with technical delegates (Finance Development, CBS, Innovation teams)
  • Maintain communication with Africa Regional Team and HQ units
  • Organize and support country visits from regional and HQ staff
  • Liaise with HQ Security Advisor on operational security matters

Mission-Specific Responsibilities

  • Scale up emergency health services for conflict-affected populations
  • Support epidemic preparedness and response (including CBS systems)
  • Strengthen digital health systems (DHIS-2 implementation)
  • Ensure reliable medical and logistics supply chains
  • Support cash and voucher assistance (MPC) in emergencies
  • Improve operational structure and staffing for Sudan programme
  • Strengthen coordination with SRCS and external partners
  • Diversify funding sources for Sudan operations
  • Enhance security systems in collaboration with ICRC

Qualifications

Required Education

  • University degree in Public Health or related field (mandatory)

Required Experience

  • Strong experience managing health programmes in conflict or emergency settings
  • Experience leading multicultural humanitarian teams
  • Strong background in emergency preparedness and response
  • Experience in donor reporting, planning, monitoring, and proposal writing
  • Experience working in Africa is an advantage

Skills

  • Strong leadership and strategic planning skills

  • Fluent in English (Arabic is an advantage)
  • International driving license (manual transmission required)
