Background
The Norwegian Refugee Council (NRC) Sudan is committed to expanding digital technology-enabled programming to improve access to information, communication, accountability, and humanitarian assistance for conflict-affected populations.
The Sudan Country Office is building a strong digital culture by investing in staff capacity, data analysis, visualization, and data protection. NRC also aims to integrate digital solutions across all programme areas.
Role Overview
The Digital Programme Development Manager will lead NRC Sudan’s digital transformation agenda, focusing on improving communications, connectivity, and digital cash assistance for displaced and conflict-affected people.
The role supports Core Competency teams and works closely with M&E, Cash & Voucher Assistance teams, and Global Digital initiatives.
Key Responsibilities
Programme Strategy & Development
- Develop and implement digital programming strategy, SOPs, and tools
- Integrate digital solutions across all NRC core competencies
- Design innovative digital service delivery models
- Support ICT integration into proposals and country programmes
Programme Management
- Manage digital programme budgets and ensure financial compliance
- Oversee digital beneficiary systems and case management platforms
- Support digital cash transfers, e-vouchers, and mobile money systems
- Build partnerships with telecom companies, NGOs, and tech providers
- Lead staff capacity building and technical support
Monitoring, Evaluation & Learning
- Improve digital data collection and feedback mechanisms
- Develop theory of change and logframes for digital programming
- Document lessons learned and best practices
- Monitor performance using NRC systems and tools
Coordination & Representation
- Represent NRC in digital working groups and coordination forums
- Collaborate with UN agencies, NGOs, and private sector partners
- Support advocacy for digital humanitarian solutions in Sudan
Requirements
Education
- Bachelor’s degree in IT, Computer Science, Information Systems, or related field
Experience
- Minimum 6 years in humanitarian digital programming, data systems, or mobile money
- At least 3 years in project management roles
- Experience in emergency response or humanitarian operations
- Experience working with mobile money systems or digital aid platforms
Technical Skills
- Knowledge of digital tools such as ODK, LMMS, Red Rose, or MasterCard Aid Network
- Experience with APIs, CRM systems, and communication platforms (e.g., Twilio, Telerivet)
- Familiarity with data protection and digital security standards
- Experience in service design, design thinking, or human-centered design
Languages
- Fluent English (written and spoken)
