MEAL Officer

Job Summary

The MEAL Officer leads monitoring, evaluation, accountability and learning tasks for the project, working closely with managers, coordinators and the program team. Responsibilities include supporting project design, ensuring proper monitoring and reporting tools are in use, conducting field visits, leading project review meetings, implementing accountability mechanisms, and building MEAL capacity among CARE and partner staff. The officer also coordinates evaluations and leads on documenting and sharing lessons learned.

Duties and Responsibilities

1. Monitoring and Evaluation

Ensure all projects have a MEAL plan and appropriate monitoring tools in place.
Lead/participate in monitoring events and capture key data.
Conduct field visits to track progress and program quality (participation, inclusion, targeting fairness, gender).
Promote participatory M&E with communities.
Ensure Post Distribution Monitoring follows CCS MEAL standards.

2. Surveys, Studies and Evaluation

Plan and conduct required studies, surveys and evaluations on time.
Lead/co-lead evaluations and contribute to ToRs.
Train project staff on evaluation concepts.
Lead multi-sectoral needs and market assessments per CCS standards.

3. Accountability

Ensure the Feedback and Accountability Mechanism (FAM) is functioning across all projects.
Consult communities on preferred feedback channels; orient staff and community groups on FAM.
Maintain and analyze the FAM database; ensure timely responses to complainants.
Train community FAM focal points and conduct satisfaction surveys.

4. Learning

Build understanding of learning practices across the team.
Ensure monitoring visits and reviews capture lessons learned.
Produce a quarterly learnings summary and lead annual learning events.
Promote two-way learning with staff, NNGOs, government and communities.

5. Data Management and Analysis

Support data collection, entry, cleaning and reporting.
Ensure data quality from partners and proper storage (online and hard copy).
Provide inputs for quarterly/annual reports and maintain indicator trackers.

6. Partnership Support

Review partner M&E capacity and provide coaching and training to partners and CBOs.

7. Uphold CARE Values

Perform other duties as assigned.

Contacts and Key Relationships

Works closely with program coordinators, advisors, managers, officers and heads of offices in Khartoum, as well as partners and counterpart NGOs. Maintains high-level internal communication with line managers and project teams, and regular external communication with partners, donors and steering committees.

Working Conditions

As stated in the terms of contract and the CARE International Sudan HR manual. Position is based in Ed Daein with at least 50% travel. Darfur is a security-sensitive area; the officer must comply with CARE International Sudan safety protocols.

Minimum Qualifications, Skills and Experience Required

3 years of INGO/NGO experience in program monitoring and evaluation.
BSc in Social Sciences, Development Studies, Agricultural Science, or a related field.
Strong understanding of participatory processes, integrated programming and gender issues.
Ability to thrive in a fast-paced, multi-tasking environment; strong organizational skills.
Fluent written and spoken Arabic and English.
Willingness to conduct field monitoring visits.
